Comelec clarifies start of campaign period for May 2010 elections

Cagayan de Oro City (9 November) — While the deadline for filing of certificates of candidacy (CIC) has been extended from Nov. 30 to Dec. 1, 2009, the campaign period remains confined to the dates prescribed by the Commission on Elections Comelec.

Thus clarified Atty. Renato A. Magbutay, Regional Elections Director of region 10, who said Comelec Resolution No. 8646 promulgated last July 14 has prescribed Nov. 20-30, 2009, as the period for filing of the COC’s for all elective positions.

“Since Nov. 30 is a holiday, however, the deadline for filing the COC has been moved to the next day which is Dec. 1,” he said.

Meanwhile, Comelec Reso. 8646 has prescribed the following campaign period relative to the May 10, 2010 elections:

Feb. 0-May 8, 2009 – For candidates for President, Vice-President, Senators and Party-list Groups participating in the party-list system of representation.

March 26-May 8, 2009 – For candidates for Members of the House of Representatives and elective provincial, city and municipal officials.

Magbutay said, among others, the rules and guidelines on the filing of COC’s and nomination of official candidates of registered political parties in connection with the May 10, 2010 national and local elections are:

No person shall be elected President, Vice President, Senators, members of the House of Representatives, Provincial, City or Municipal Officials, unless he files a sworn COC in the form prescribed by the Comelec in the period fixed herein and no person shall be eligible for more than one office to be filled in the same election.

The COC shall be under oath stating that the person filing it is announcing his / her candidacy for the office, that he / she is eligible for said office, that he / she is not a permanent resident or an immigrant to a foreign country, that he / she will support and defend the Constitution of the Republic of the Philippines and will maintain true faith and allegiance thereto.

The candidate’s personal data must also be stated in the COC: age, sex, civil status, place and date of birth, citizenship, whether natural-born or naturalized, profession, occupation or employment, registered political party, full name of the spouse, if married, legal residence, exact address, precinct number, barangay, city or municipality and province where he / she is a registered voter.
