Brownouts hit Metro, other Luzon provinces anew
Rotating brownouts have affected portions of Metro Manila and Luzon anew after three power plants failed to deliver power to the Luzon power grid on Wednesday, even as the Energy secretary expressed concern about the continuous drop of dam water levels on a nationwide scale.
