BIR implements Oplan Kandado in Northern Mindanao

Cagayan de Oro City (24 July) — At least four (4) commercial establishments in Northern Mindanao have been ordered “closed” and “padlocked” on July 23, this year, by the Bureau of Internal Revenue (BIR) under its “Oplan Kandado” campaign.
Oplan Kandado is an initiative of the BIR to strengthen its imposition of prescribed sanctions for non-compliance with such essential requirements as the issuance of receipts, filing of returns, declaration of taxable transactions, taxpayer registration and paying the correct amount of taxes, as mandated by the norms/standards of their particular industry or line of business.
The closure order came from Atty. Sixto S. Esquivas IV, Commissioner of Internal Revenue (CIR), for the establishments’ violation of the Value Added Tax (VAT) Law pursuant to Section 115 of the National Internal Revenue Code (NIRC), as amended.
Atty. D. Paulo D. Vidanes, Chief of Staff of Commissioner Esquivas, said the NIRC empowers the CIR to suspend the business operations and temporarily close the business establishment of any person for any of the following violations.
In the case of a VAT-registered person, failure to issue receipts or invoices, failure to file a VAT return as required under Sec. 114 of the NIRC or understatement of taxable sales or receipts by 30% or more of his correct taxable sales or receipts for the taxable quarter.
Vidanes said the temporary closure will be for the duration of not less than five (5) days and will be lifted only upon compliance with whatever requirements the CIR has prescribed in the order.
“We would like to assure the public, however, that the closure order was issued only after due process was conducted utilizing covert, overt and short duration surveillance of tax compliance checks participated in by all the investigating offices of the BIR,” he said.
Simultaneous with the closure of the main establishment and two (2) branches at the Cogon Market Area in Cagayan de Oro City (CDO) owned by Hong Jek Yangze, a.k.a. Antonio Lim, its other branch in Iligan City, was also padlocked.
The closure proceedings went on smoothly after the order was received by Lim’s wife at their main store who then told all the members of their sales staff to turn the power off, unplug all the electric appliances and leave all the goods inside before going out “empty handed.”
Vidanes, who came to the city to enforce the order, was accompanied by Regional Director Esmeralda M. Tabule of BIR Revenue Region 16, Revenue District Officer Noel Gonzales of RDO 98 in CDO and members of the BIR investigating teams in the region. (PIA 10)

Dimaporo briefs constituents on corn production program

Tubod, Lanao Del Norte (23 July) — Congressman Abdullah D. Dimaporo, 2nd District Representative, gave a briefer recently on the joint program between his office and Governor Mohamad Khalid Q. Dimaporo on Corn Production Loan for farmers of this province at the Macapagal Training Center.
The Corn Production Loan Program is targeted to maximize corn production in the province and to increase the farmers’ income by providing hybrid and open pollinated variety (OPV) corn seeds and fertilizers.
This supports the strong determination of Congressman Dimaporo and Governor Dimaporo to support their constituents by way of sustainable rural livelihood programs and social development in every walk of life especially the most affected sector of the economic crisis the world is experiencing.
Santorane B. Pido, Corn Program Director on Diversified Farm Income Enhancement Program (DFIEP) and Jalandoni B. Pitiilan, Special Project Corn Program Coordinator, elaborated the scheme and mechanics of the implementation of the program which targeted clusters in Kapatagan and Sultan Naga Dimaporo with 300 and 100 hectares respectively.
An estimated 120 barangay officials and corn farmers from the municipalities of Kapatagan and Sultan Naga Dimaporo attended the said activity. (PAO/PIO/Lanao del Norte)

Tubod, Lanao Del Norte (23 July) — Due to a number of reported cases on AH1N1 virus spreading in the Philippines, the Sangguniang Panlalawigan, this province called the attention of the Provincial Health Officer Dr. Gavina Galbines during its regular session recently to prepare an information drive to prevent the spread of the dreaded virus.
Sangguniang Panlunsod (SP) Member Benny P. Baguio, Chairman, Committee on Health and Sanitation, revelead that the reported outbreak scares the public, and there were certain schools in Luzon that have suspended their classes because some of their students were affected by the A(H1N1) virus.
Galbines informed the august body that there is no reported case yet of this virus in Lanao del Norte, but there are already confirmed cases in Cagayan de Oro City and Bukidnon.
To date, Galbines said that there is no vaccine yet released to the province for the A(H1N1) virus, but there is an existing and recommended medicine that is effective enough in preventing the said virus such as the tamiflu capsules which can be bought now at some drugstores in Cagayan de Oro.
She further informed that the A(H1N1) virus is not really as fatal as SARS. The symptoms are similar to flu, in which the victim will experience fever, headache, fatigue, muscle and joint pain, lack of appetite, running nose, sore throat, nausea and diarrhea.
Its transmission is through a mere droplet resulting from coughing or sneezing and the virus can be spread when a person touches the eyes or ears or nose or mouth.
Hence, Galbines stressed the importance of constant washing of the hands with soap and water to prevent contamination, and increase body resistance by having at least 8 hours of sleep and to maintain a healthy lifestyle.
She further assured that the Provincial Health Office (PHO) is now having a surveillance system wherein they are receiving weekly reports from different Regional Health Units (RHUs), and if there will be cases of A(H1N1) they are advised to send the patients to accredited Department of Health (DOH) satellite stations at MARSGEN Hospital in Ozamis City or in the Northern Mindanao Hospital in Cagayan de Oro.
